The goal of this paper is to address the problem of special libraries, especially in prisons, which is manifested through organization and financing in institutions where libraries are not the primary focus. The functioning of these libraries depends on the policies and needs of the institutions in which they were formed. Furthermore, the goal of the paper is to point to the problems of prison libraries in employing expert staff and achieving planned and continuous supply and revision of the book stock. Though rehabilitation in correctional facilities, conditions are made for inmates’ return to society after their designated period spent in prison. Using the potential and services of prison libraries, reading can and should have a role in this important and complex process. Finally, a short presentation is given of the work of the Library in the correctional facility of Sremska Mitrovica.
