THE ROLE OF (PUBLIC) LIBRARIES IN PREVENTING CYBER GENDER-BASED VIOLENCE AGAINST WOMEN AND GIRLS

Abstract

This paper explores the impact of modern technology and artificial intelligence (AI)-based tools on the emergence of new forms of gender-based violence, alongside the preventative role played by public libraries. Through a review of contemporary literature and recent research on technology-facilitated gender-based violence against women and girls, this paper seeks to establish a theoretical framework for future investigation into the capacity of libraries to raise awareness among both librarians and library users, alongside their role in education, prevention, and the suppression of this form of violence. Furthermore,
it provides an overview of initiatives led by civil society organisations and government institutions in Croatia and globally. Cyber violence represents a distinct form of aggression due to its rapid dissemination, extensive reach, and self-perpetuating nature; once published, harmful content remains permanently accessible, while perpetrators frequently escalate their behaviour due to a perceived sense of anonymity. The rapid advancement of technology – particularly generative AI tools – continually outpaces the development of
legislative frameworks and security measures. Libraries can play a vital role in raising awareness and sensitising the societies in which they operate, as well as in preventing all forms of violence, including technology-facilitated abuse.
