Abstract

The concept of a public library varies globally, adapting its primary functions to the specific needs of the society it serves. Traditionally, core library functions have been cumulative memory, organizing and analyzing knowledge content, and facilitating communication and information, often with a greater focus on system building than on social engagement. The American Public
Library Association has identified eight public library functions, which can be further expanded upon. Historically, the modern development of public libraries can be categorized into three periods: the traditional library, the community-led library, and the needs-based library. Libraries have consistently demonstrated resilience and adaptability, primarily acting as drivers of change. They achieve this by providing access to knowledge that can raise questions, offer answers, and find solutions to diverse community issues. The needs-based library, as a trusted institution, preserves community values. As a pillar of democratic values, it becomes an innovator that re-evaluates and re-actualizes sociability, togetherness, and sustainability. The public library is increasingly embracing the role of an agora – a space for dialogue, idea exchange, and citizen participation. Methodologies like citizen participation labs enable users to actively contribute to creating solutions for local issues, thereby transforming libraries into activators of a community’s social capital. These initiatives not only empower citizens but also librarians, fostering the development of innovative practices that enhance the library’s role as a dynamic hub for the community.
